Call for applications for funds to develop commissioned education courses
The University is carrying out a strategic initiative to strengthen and develop commissioned education at Lund University. The idea is to stimulate more collaborations with companies, public authorities and organisations regarding their needs for professional development. In view of the ongoing initiative, the vice-chancellor has decided to call for applications for funds to be used in the development of commissioned education courses.
To support organisations within LU in developing new commissioned education courses, the University is calling for applications for funds of SEK 150 000 for a six-month period per concept.
When is it possible to apply and who decides on the allocation?
A third call for proposals will be tentatively open between 1 March and 15 April 2021 (a final decision on the date is expected in December). The decision on the allocation of funds will be made on 16 June by the Education Board after preparation by the Commissioned Education Advisory Board.
Applications are to be submitted via a downloadable application form that is also to be signed and approved by the head of department at the department/equivalent acting as principal applicant as well as faculty management/s.
Proposals that are allocated funds will be invited to an information and start-up meeting with business developers at Lund University Commissioned Education.
For those who are interested but cannot apply this spring, the next round of applications will open in the autumn 2021.
The initiative aims to support the matching of LU’s expertise with the market’s needs at an early stage in the commissioned education process and also make a positive contribution to the:
- realisation of relevant commissioned education courses
- stimulation of collaborations with the business community and public sector
- quality enhancement and renewal of education
- promotion of the broad University
The funds are to enable development work and the prioritisation of commissioned education at faculties, departments or equivalent through the reduction of their risk-taking. Furthermore, needs analyses regarding external engagement and matching with LU’s expertise are to be stimulated.
Departments, faculties or equivalents, after gaining the support of their faculty management/s, may apply for funds to develop staff training courses for companies, public authorities and organisations and courses needed for labour market and aid policy reasons (in accordance with the Ordinance on Contract Education at Higher Education Institutions) and all forms of commissioned education (see open courses, tailored courses).
Granted funds may be used for:
- salary costs (including overheads) at the department, faculty or equivalent
- external engagement activities
- needs dialogue workshops
Granted funds are to cover the period of the course and concept development including analysis of needs inventory for a maximum period of 6 months. The department, faculty or equivalent applies for SEK 150 000 per course and concept proposal. The funds are disbursed partly at the start up and partly on delivery of the business and commissioned education plan at the end of the period. To ensure full cost coverage, the granted development funds are entered as an accrued cost in the calculation of the course fee.
Granted funds are matched with support and advice from Lund University Commissioned Education (LUCE), with a corresponding number of working hours, which is also funded by the development funds.
Evaluation of received applications
Applications will be prioritised according to the following criteria:
- Identified needs in the world at large
- Description and purpose of the education including applicability for professionals
- Target group (including possibilities for expansion to involve more participants/other target groups)
- Willingness to pay/ability to pay of the intended client
- Internal support (faculty management/s)
- Timetable and expected course start
- Interdisciplinarity, if relevant to the need
- Potential collaborations with clients outside LU
- Staff resources
- Amount applied for
LUCE prepares and compiles received applications for the Commissioned Education Advisory Board. The board then submits a proposal for the order of priority to the Education Board, which will make a decision on the allocation of funds on 16 June 2021.

What happens after funds are granted?
After funds have been granted, the course and concept development begins at the latest within six months and proceeds for no longer than six months. LUCE is responsible for ensuring that the Ordinance on Contract Education at Higher Education Institutions is observed. At the end of the development period, the department, faculty or equivalent together with LUCE are to have produced a business and commissioned education plan that contains the following:
- Syllabus and/or course description including learning outcomes
- Market analysis
- Target group description/participants
- Teaching staff including duties plans
- Financial estimate including price-setting
- Implementation as well as marketing and sales
- Communication plan (marketing)
In a case where the department, faculty or equivalent is granted funds, but for various reasons cannot fulfil its obligation, the remaining granted funds are to be repaid to the fund.
