Procurement with notice obligation
This page contains information on how to request a procurement from the Purchasing and Procurement office.
When you are about to purchase goods or services for which the contract value exceeds SEK 700,000 and no contract currently exists, you need to submit a procurement request to the Purchasing and Procurement office.

Allow yourself plenty of time
Once you submit the request, it is estimated that it will take at least six months for the procurement to be finalised.
To ensure access to recurrent purchases such as IT services, office supplies, consultants and laboratory consumables, the University procures framework agreements well before existing ones expire.
Otherwise, procurement requests for e.g. research instruments or new framework agreement areas are handled in the order they are received. An exception is made if a particular assignment requires a certain expertise or if there are potential synergies between two assignments. The waiting time is often at least three months, sometimes longer at peak times.
The length of the procurement process depends mainly on the complexity of the contract and the client’s engagement. IT services, for example, require more time than standard instruments. It takes approximately one to three months to draft the technical requirements specification or needs specification together with the evaluation criteria, often longer for complex services. This work is project managed by the procurement officer, but most of the work is done by the client's reference group.
The procurement is then advertised, which takes a little over four weeks. The tenders are then evaluated from both technical and commercial perspectives, and the winner is selected. After the contract award decision, contracts can be signed within two to three weeks, provided that the decision is not appealed.
