As the head of a public authority, the Vice-Chancellor has primary responsibility for the work environment at Lund University. The Vice-Chancellor, or the person appointed by the Vice-Chancellor, is the chair of the Central Health and Safety Committee. The pro vice-chancellor for communication, integrity and character has been the chair since January 2021.

The Central Health and Safety Committee is to act as a collaborative body between the  employer and representatives of the employees in matters concerning planning, implementation and follow-up of systematic work environment management at the University.

The Central Health and Safety Committee is to participate in the planning of work environment management and, on the basis of the University’s Work Environment  Policy, initiate and follow up measures relating to the University’s work environment management.

The duties of the Central Health and Safety Committee are regulated by statute.

• Announces that the election process is to begin and when the election period takes place.
• Appoints election officials.
• Ensures that the election is implemented at the workplace.
• Within certain health and safety areas, there are operations run by several departments. In such cases, the relevant heads of department/managers must collaborate in organising the nomination and election procedures.
• Provides information on the importance of the health and safety representative’s role in the workplace. Read more on the campaign page for the 2026 health and safety representative election.
• Contacts the newly elected health and safety representative to discuss future external collaboration. Read more on the campaign page for the 2026 health and safety representative election.

• Be appointed by the head of department/manager to coordinate the election process at the workplace, in accordance with the workplace’s procedures and steps 1–5 below in the chapter How the health and safety representative election works.
• Ensure that the election is documented and registered at the workplace once the result has been confirmed.

• Stands as a candidate as the workplace’s nominee for health and safety representative.
• Nominates a colleague as the workplace’s nominee for health and safety representative. Please note that the person you nominate must be consulted before the nomination is submitted to the election officer.
• Votes in the health and safety representative election.
• Informs its members about the election process and encourages them to stand as candidates.

• Formally appoints the nominees as health and safety representatives.
• Notifies the election officer of who has been formally appointed as a health and safety representative.
• Informs the newly elected health and safety representative of the election result.

• Is the coordinator for the election process.
• Is responsible for LU’s list of elected health and safety representatives.

• The head of department/manager/election officer shall provide information in good time (at least two weeks in advance) that an election is to be held and shall encourage employees to put forward proposals for health and safety representatives for the relevant area. Those proposed must meet the criteria for holding the role of health and safety representative and must be consulted before the proposal is submitted to the Election Officer. It is permissible to nominate oneself.
• The nomination period shall be open for two weeks, during weeks 42 and 43 of 2026. Thereafter, the candidates must be approved by the employee organisations. The election officer is responsible for notifying the employee organisations of which nominees are to be approved; this is done via a form in SUNET Survey no later than 4 November. The procedure for this has not yet been finalised; details will be announced in autumn 2026.
• As soon as the staff organisations have approved the candidates, the safety area may proceed to the election.

The election officer informs all those eligible to vote within the safety area that the election has opened. The election will be open during weeks 46 and 47 of 2026 and can be conducted in two ways.

Digital voting

• For digital voting, we recommend using Easy Vote, which is available to all units within LU. If another digital system is used, requirements regarding anonymity and the GDPR must be taken into account.

Manual voting

• For manual voting, for example using a ballot box and a voting register, the voting process must be supervised whilst votes are being cast. The workplace must also establish a procedure for how eligible voters who are not physically present can cast their vote anonymously, for example through a proxy.

Once the workplace vote has been completed, the election officer will notify the employee organisations of the individuals elected as the final candidates for the roles of health and safety representative and deputy.

The procedure for this has not yet been finalised; it will be announced in autumn 2026.

• The employee organisations jointly decide who is to be appointed as health and safety representative and deputy at the workplace, based on the nominations submitted.
• Once the employee organisations have appointed a health and safety representative, an email is sent to the election officer and to the health and safety representative, confirming that the election is complete.

• The election is documented by the person appointed as the election officer. State the term of office, the area of responsibility, the health and safety representative (name) and the deputy (name).
