New funding model for publication fees

The Vice-Chancellor has taken a decision on a new funding model for publication fees.

For a while now, the University Library has had to pay increasing costs for publication fees. This is a result of the national library consortium for e-media licensing, (Bibsam), by Government remit, going over to signing publishing agreements with both reading and publication rights. The publishing agreements have been signed to accelerate Sweden’s transition to freely accessible publishing. Publishing fees need to be managed differently to other e-media financing, as the costs are to be borne by research grants.

Pursuant to a new decision by the Vice-Chancellor, as of 2022, publishing costs will therefore be accounted for separately in the University Library’s financing model. Fifty per cent of the costs will be covered by central financing while the remainder will be paid by the faculties as research revenues. The faculties are currently examining individually how their part is to be financed.
