The journals are available to read again, including the articles published during the period in which we had no agreement with Elsevier.
Free open access publication in the journals that are included in the agreement applies as of 1 January 2020. The agreement covers just over 2 000 research journals from Elsevier, Cell Press and all other pure open access journals.
Negotiations broke down in 2018
The negotiations between Elsevier and the national consortium Bibsam started in 2016 and went on until the spring of 2018, when the negotiations broke down, as the parties could not reach an agreement on a reasonable pricing structure and a sustainable transition to open science. On 30 June 2018, the Elsevier agreement for all of Sweden’s research libraries was terminated, something that drew wide attention both in Sweden and internationally. Bibsam started negotiations again in early 2019, which resulted in the new national agreement. After the new agreement was concluded, it was sent out to all the higher education institutions, which are then to decide whether or not they want to participate.
