Procurement below threshold with notice obligation

When you need to purchase goods or services for which the contract value is between SEK 700,000 and SEK 1,546,202 and no agreement currently exists, you are to do a procurement below threshold with notice obligation. On this page you will find information on how to do this.

Who is to do the procurement?

If you perform the purchase for MAX IV, you are not to do the procurement yourself, but instead contact the Purchasing and Procurement Office, which will complete the purchase for you.

In 2025, there will be a gradual transition to centralised management of procurement below the threshold with notice obligation. The Purchasing and Procurement Office will take over responsibility for carrying out procurement below the threshold with notice obligation from the following dates:

  • 1 January 2025: The Faculty of Law, the Faculty of Social Sciences, the School of Economics and Management, the Faculty of Fine and Performing Arts, the Joint Faculties of Humanities and Theology, the University’s specialised centres and cultural and public centres
  • 1 April 2025: The Faculty of Engineering (LTH), the Faculty of Science, the University Library, Central Administration
  • 1 July 2025: The Faculty of Medicine

Tool for advertising procurements

  • Employees of Lund University may use Tendsign Plus for integrated advertising, a question and answer function, electronic tenders via attached documents, tender opening, procurement decisions, etc., for SEK 6,000 per licence per year.

  • In exceptional cases, employees of Lund University may use Tendsign Basic, which has very limited functionality. The licence is free of charge.

Help with conducting procurement below threshold with notice obligation

The Purchasing and Procurement Office has previously offered to conduct procurement below the threshold with notice obligation as an internal service, for a fee of SEK 730 per hour. 

Following the Vice-Chancellor’s decision to include this type of assignment in the Office's regular tasks, the payment service will no longer be offered.
